(Centre To Develop International Capabilities And Resources )

Central Board of Secondary Education has envisioned to establish a Centre for Assessment, Evaluation and Research in CBSE on public private partnership (PPP) model. Expression of Interest is invited from internationally reputed organizations to act as partners in the establishment of the centre. Scope of the Project would include conceptualization of the Centre and formulation of the framework for implementation in suitable PPP model.

Pre-qualification criteria for the Agency:

1. A not-for-profit organization
2. International presence and expertise in the area of Assessment and Professional Development
3. Prior experience of working closely with Education sector and National Education Departments in developed and developing countries.
4. Should have experience, capacity and resources of establishing and managing its departments
5. Should have Financial Capacity

To establish “Centre for Assessment, Evaluation and Research in Central Board of Secondary Education (CBSE)”

Background: The Central Board of Secondary Education (CBSE) recognises the need and importance of creating and providing assessment and educational resources and teacher training in order to empower teachers and to create an effective teaching environment that provide international standard quality education to the students. The intent is to have highly qualified teachers in every classroom in the next five years. Accordingly, CBSE has decided to establish a Centre to develop international capabilities and resources for its Schools and Teachers. The Centre will establish best practices in school based assessment, entrance examinations, conduct research into policies and programs that can improve teaching quality and strengthen student learning. These policies programs might include adapting, developing assessments and related resources, defining assessment frameworks, professional learning, teacher evaluation, professional recruitment amongst others.

Objectives of the Centre: The Centre will create research capability and assessment resources of international quality. Through diagnostic testing it will establish a system to provide input to CBSE regarding student learning as well as providing professional development and leadership training. The Centre will also conduct research into policies and programs that can improve student learning and teaching quality. The Centre will be developed using a three-year phased approach and it is expected that it would be well established self sustaining institute by the end of this period. Resources created or research undertaken in any work of the institute will use as a foundation the National Curriculum Framework of NCERT and the Continuous Comprehensive Evaluation (CCE) guidelines.

The Centre will have the following departments:

  • Department of Research & Assessment
    • School based Assessment
    • Entrance Examinations
    • International Curriculum and Assessment Resources
  • Department of Professional Development and Leadership
  • Publications Department

Selection Process:

Organizations interested in working as partners with CBSE on this important initiative are invited to submit a detailed capability statement. Submissions should be received by 20.10.2010 upto 04.00 p.m. The Partner organization and its associates must be of a not-for-profit character with international presence work experience and culture as well as sound financial capacity. The organization should have at least 10 years of experience in Assessment, Professional Development and Research. Further it is expected that the organization will have at least 5 years of working experience with Education Departments of its country of origin as well as those of other developed and developing nations. It is essential that the partner organization has financial and technical capability, resources, capacity, and the commitment and ability necessary to provide assessment expertise and to identify, design and provide programmes in teacher training and leadership. The partner organization should also have an understanding of the Indian education system and its diversities. They should have a presence in India by way of a representative or office.

All responses received by CBSE shall be evaluated by a committee on the basis of the expertise and previous experience.
